A letter to the Manpower Panel of the Legislative Council expressing concern about the status of the Employees Retraining Scheme under the new EMB restructuring plan.
The Concerned Alliance on Training and Retraining is a group of 10 not-for-profit bodies working under the Employees Retraining Scheme that have recently joined together in an effort to be better heard. In addition to their own interests the alliance represents some 120,000 unemployed persons over the age of thirty with only secondary form three training. The alliance expresses concern about various matters including open-market bidding procedures, the structural relationships between the Employees Retraining Board and the newly created Manpower Development Committee (MDC), the possible delinking of placement services from training functions, training allowances, and other topics.
