Note 2: These figures do not include the direct cost of English language education-related materials such as books purchased by Hong Kong parents; nor do they include the indirect expenditure on these same items purchased with Hong Kong parents' tax dollars. Also not included in these figures are the cost and maintenance of occupied classrooms devoted to English language instruction, and the cost of utilities and equipment, such as language-related computer software and hardware. Far more important, but still unexplored is probably Hong Kong's single largest source of waste -- namely, the market inefficiency (new window) that results from Hong Kong's universal English language requirement as applied to government, business, and industry. In addition to the cost of NETs and ELTAs (see note 1 above) one must also include the opportunity cost of attendance at, and the waste of labor employed in running, private language schools and tutorial classes. This is to say nothing of the value of the many lost hours in homework devoted to the study of the English language. (tables 50 | 52b | 52c) |
